Default Does Cingular Still Leave BBs Unlocked?

Please Login to Remove!

I know there was a period in time when Cingular shipped unlocked Blackberries. Is this still true? My 7100t fried and now I want to buy a 7290 to replace it. Without having to pay ~$100 to unlock a Cingular BB, what's my best route? I have a contract, so I don't want to pay the expensive fee to get another from T-Mo! Thanks.
