Default Contacts in BB Cell

Hello All,

New to BB and have a question. we are using BBESx with 5 BB Cells. what we have notices is 2 of the Cell if you add new contact on the BB it will not add it to Outlook. But the other 3 if you add a new contact on the BB it will add it to Outlook and the same if you add in Outlook it will add to BB Cell. Which is the correct way for it to work. the 3 people who have it added to Outlook would like it the way the other 2 have it. Can someone please tell me which one is correct and can I fix that

It should be full 2-way wireless sync between Exchange and handheld.
(Unless the user or BES admin specifically turned that off.)
