My boss has 2 blackberry's, one on ATT & one on Verizon. He wants to sync his outlook contacts to these devices, however he wants just emails on one phone and just phone numbers on the other. My question...

Is there a away to sync only specific informtation to a specific device?

Are they on a BIS service? If so you can direct the email he uses to one or the other device. As for the other sync needs, the blackberry is designed to be synched by a single computer and if you try to mix accounts you may run into issues like duplicate contacts or appointments be lost. The desktop manager knows which blackberry is connected and associates the data including email with that single blackberry. If you select the sync option for each different BB you can de-select organizer on one and de-select the email on the other. This assumes your only using the desktop manager to do all syncing
I would read the options available with desktop manager and you may find other methods.

Am I reading this right? Your boss wants the SAME contact on both phones but wants one phone to have the email address with no phone number and the other phone to have the phone number with no email address. Is that correct?

That seems a bit odd - why not just have the same contact info on both phones - is your boss concerned that he/she may make a phone call or email from the wrong phone? Is there a reason why your boss can't just use one blackberry?

Sorry I'm not much help, but I am curious as to why your boss wants this - I may learn something. I'm also guessing that any solution would allow you to do it one time (with a lot of manual effort) but then you would have the challenge of doing this on a go forward basis as your boss adds more contacts.

Your profile says you have a blackberry 3500 - I haven't heard of that model - is that model number correct?
