does it work? Is it a hardware chip issue? Is it software control? If a chip, can it be flashed to upgrade to 4g? I am a complete hardware clueless user and am just curious. Thanks in advance for tolerating my ignorance!!

Its hardware. And no it cannot be flashed, it doesn't have the required bits inside it.
