Most likely a program you use is trying to access certain files during reboot and can't for whatever reason.
What 3rd party applications are you currently running?
I would uninstall them one at a time with a reboot in between and see if you keep getting the error, once the error stops, you should have an idea of which program is causing the problem. If you get all the way back to the basic load and are still having the problem, I'd wipe wipe with Jl_cmdr, and reload the OS.
