Does anyone know of a third party application that does selective call forwarding based on lists of phone numbers?

I have downloaded an application where it will perform specific actions based on a list I created. ie: pick up, hang up.

I have set up a phone number on google voice where the black list I have created there will send a "this number has been disconnected" message. I'm using this number with my home phone for spam, selective call forwarding. I want to do the same with the idiots that call me on my cell phone.

This does not have to be a free app, as long as the price is reasonable.

Is this even possible?

It seems a lot of people are looking for this ability and the only thing I was able to find is using Google Voice to control forwarding. It's not the best option but some are doing it. I found this on the internet. I did not find an App that will forward based on numbers calling the phone. Keep in mind for a number to be forwarded to a selected number it has to be presented to a system that will allow the call to be rerouted. Generally even the carriers will only do a forward all or some form of forwarding but only to a single number.
