Default Forwarding as Level 1 not working???

Just upgraded from a 8310 to a 9700 (Both AT&T)--Running OS 5.0.0.979 on BES 5.0.2.28.

How do I get messages from [e-mail address] to Forward as a Level 1 Message?

Here's my steps so far. I set up a new filter and change the following fields only:

Name of filter: [e-mail address]
From: [e-mail address]
Action: Forward
Check Box: Forward with Level 1 Notification
Save Changes
-----

I'm trying to "Forward as Level 1" so that emergency messages from our alerting system will ring with a loud ringtone instead of just vibrate. I've got the profile set up accordingly both for "Messages[Desktop]" and "Level 1 Messages" and the correct profile is active. But the messages aren't even showing up red like they did on my old BlackBerry.

Is there a setting I'm missing on the device? Is there a BES setting that would hinder this? Any suggestions would be appreciated, and please let me know if you need any more information. Thanks!

Depending on your setup you should also check the BIS settings on the BB serivce from the carrier.

Currently I have 3 accounts set up on my BlackBerry. 2 BIS personal accounts, and 1 corporate BES account. I can add filters like you say to the BIS accounts, and they work fine, but NOT for the corporate account attached to the BES.

So, at least I know that the profile settings are correct, and that the Level 1 notifications work properly. Now I just need to figure out how to trigger the filter for my BES attached account. Anyone have any other ideas?
