Default Possible new email policy at Yahoo - How Will it Impact the New BIS?

CNET is reporting that Yahoo and AOL are about to implement a new policy, charging companies who want to access their Members a postage fee. Read the details here . Any guess on how this will impact the new BIS? Will we get "Authorizes Spam"? The more I think about my Blackberry Email being stored on Yahoo servers, the less I like the idea.
