Default Unlocking carrier restricted features

In the past has it ever been possible to "unlock" features that the carrier has disabled or restricted on a blackberry?

If so how is it done?

All the information I've found has been about SIM unlocking so a GSM bb could be used with another carrier but most said that it won't enable locked features.

I'm just wondering if there's hope that some day we'll be able to actually use the aGPS functionality of the Verizon 7130e.

Yes but the 7130e has GPS functionality just like the Nextel models. It's covered in the RIM manual for the 7130e. The problem is that Verizon disables it. I don't know why they do it. Maybe so they can try to sell it as an optional feature one day.
