That doesn't make any sense. Whoever you spoke to didn't know the answer and just made something up that made sense to them.
I would try another battery pull. Wait two minutes this time. Menu issues like you describe are fixed by a hard reset. Sometimes an issue isn't fixed by the first hard reset, and sometimes it takes a longer wait.
Next step, as I said, is to try a security wipe. Select the option to delete user installed apps. This might correct it.
Worst case, reload the OS. That will fix it, but it takes longer, and there is risk it won't go so smooth.
But do a backup first.
