Usually you can dial 611 on your phone to get connected to your carrier. Once they have the BlackBerry data plan on your account you might have to wait several house for it to be provisioned properly. If after 2 or 3 hours you don't have data access, try restarting your BlackBerry.
The 611 short dial code doesn't normally apply overseas unfortunately, however, almost all carriers have a similar code to reach customer care. Some even allow you to set up bolt-ons like BlackBerry data via SMS.
