Default BES 4.0 licensing

Hey folks, can someone tell me the difference between Blackberry User licensing and Mobile Data Service User licensing? Where it asks for me to input the various keys for the licenses I want to add, I see at the bottom of the dialog two columns for each set with available licenses for each. How do they differ?

They differ only if you have users using some services and not others. A license gives you both MDS and BES.
