Error 411, Crashing, Cool colors [7100t]

Question [7100t] Error 411, Crashing, Cool colors (pics)

Any thoughts on what's going on here?

Breakdown:
  1. Everything was working fine
  2. Left on a weekend trip to singapore
  3. Didn't really use the phone but it hopped on and off a bunch of different networks
  4. Battery had worn out by the time I got home to hong kong
  5. Recharged
  6. Greeted by "error 411"
  7. Read on these forums that this is sometimes a corrupted OS
  8. Wiped handset reinstalled newest os from tmobile
  9. Phone crashy/411errors/sometimes really odd colors, won't connect to previously working hong kong networks

am I SOL?
