If you check my tips doc I thought I put in a link to a story about removing the policy file. I know its linked on barjohns site too.

You have to be missing something, I have done those steps on about 30 BB and it works EVERYTIME. make sure you don't have 2 Policy.BIN file in your Blackberry Application folder and also make sure the file size is 15 KB. These steps also work if you want to apply the policy back on and you have the original Policy.BIN.

Here is what I did.

1. Used JL commander to wipe the BB. It gave me a 507 message on the screen when it was done in about 15 seconds.
2. I put policy.bin in my blackberry directory.
3. I edited the registry to add the Path to the policy.bin.
4. I installed 41011dt-English.exe
5. I installed 7200E_PBr4.0.2_rel93_PL1.6.1.53_A4.0.2.56_Cingular .exe because I live in the USA and its the only one with 7280 listed.
6. I installed BlackBerry_Handheld_Software_v2.6a.exe since it was for my model BB.
7. I ran the Desktop Manager and pluged in my BB
8. I ran the Application icon and it proceeded to install the OS. (funny thing is that it sid it was doing an Upgrade and not an Install)

10 minutes go by and the hourglass is finished and my BB desktop shows up and its asking for a Password still. I put the password in, go to Security and the IT policy is still there.

This pic shows there is only 1 policy.bin, 15k, in my directory too.

The policy will still show even after it is removed. Now I should of thaught of this earlier. But go into the security setting and DISABLE it (Options>General>Password <Change Option - Disable>). It will keep it enable till you disable it. By applying the policy you now should have that option.

I don't have any GENERAL or PASSWORD section. I only have "Password" under the SECURITY section and it still doesn't let me change it from Enabled to Disabled. I'm using a BB 7280 v4.0.2.56 platform 161153.

Did you buy your BlackBerry second hand? If so, your BlackBerry could still be listed on the former owners BES server and it is pushing a new policy to it each time you remove it.

Are you connected to a BES server? Is so, you can NOT get rid of the policy.

Yes, it was bought from ebay from and it looks used. I'm not at a company that uses blackberry so I can't ask them to put me on their BES. This is why I was asking if someone could add me to their BES and push a new blank policy.bin or I could pay them to do it. I just hate to have blown $200 for a paperweight. I found one place on the net that can do it but you have to mail them the BB and they charge 80 euro to remove the policy. For that price I could just buy a new BB but I don't want to have to do that.
