Default Unlocked ATT/Cingular BlackBerries?

Hi, I just got off of a conference call where our AT&T/Cingular rep said that they do not sell unlocked devices. From what I've read, AT&T Devices are locked, while Cingular devices are not locked. Is our rep just telling us incorrect information with the Cingular devices being locked? Has anyone tested this, or has Cingular changed their policy on unlocked devices?

I bought a Cingular 7290 about a week ago. It CAME UNLOCKED, and I put my T-Mobile SIM into it, and I LOVE IT!!!

Now the rep. did say that he thinks the new ones comming since the buyout of AT&T MAY be locked, but he could not confirm this. I suggest you go to a store and ask them if you can test one. Cingular does have a 30 day Money Back Policy!
