Default policy - maximumpasswordhistory

hi there.
i was trying to completly reset my bb 7730 to factory level.
everything works fine but i'm not able to delete the password history.
that means that a user is not able to use a password if someone else had this password before. (also when the bb is completly reset).
i have found a key in the policy "maximumpasswordhistory" but that did'nt seem to work.

can someone help me?
