| Actually that just says that for a persisting JVM error to escalate to BlackBerry Technical Support and notes that any RMA has to go through this process.
RMA's (from my experience) still have to go through the carrier to RIM. Unless the handheld was purchased directly from RIM (950, 957, 5790, 7270). If it is outside of the warranty provided by the carrier, they still had to initiate the RMA with RIM (except some of the Cingular handhelds I've dealt with).
However, these RMA's are not free. There is a cost associated, and it's still up to RIM as to if it get's RMA'd.
That's just my own $0.02.
