I have the 7250 and no you do not need to have a data plan to work. I have a 7250 also with OS version 4.0.

Are you saying that you do not need a BlackBerry Data Plan in order to send and receive PIN messages?

PIN2PIN is a RIM-provided service, specific to the BlackBerry. It absolutely requires a BlackBerry data plan to work, unlike SMS.
