Default foreign Characters are Missing

Dear Experts,

I am facing some major problem with our Blackberry, we are using Notes with BES 4.0 Installed, untill now we use to receive forigen characters like Japaneese,Korian,Hebrew that use to show as "black bricks" signs which we were able to decode, recentlly after rebooting the BES server all the forigen characters "black bricks" are now coming as question marks "???" and we are not abel to decode, to solve it we need to re-aqctivate the device and then the "black brick" are coming again however they are dispaeer again where ever we reboot the BES server.
Does any of you face this issue before ? any idea on how to solve it ??
