You often see offer a lot like that. Sometimes carriers will give you free BES licenses with as little as 15 handhelds (purchased, and activated at once). Examples of this just go to show that Research in Motion is a hardware company (buy a bunch of handhelds and get free software) at the end of the day.

My Sprint rep gives me free CAL's for customers with 10+ orders.

I'm not entirely certain that's true. Someone wanting 100 CALs and willing to spend the money for the hardware is probably to have to pay for the CALs too. RIM needs to compete against Microsoft in the small business space and wants its foot in the door of larger businesses.
