I am simply wondering if I sign up for a BES with MDS (like mailstreet or lanlogic or something), does the email traffic and internet browsing traffic on the BB counted with the BES or with my cell phone provider?

You see, I am trying to justify spending an extra 10-15$ month for BES, and it would make sense if I can get off my unlimited BB plan ($60) to a 1MB or a 0.5MB plan (much cheaper).

Your cell phone provider will be charge for the traffic through your account so you will have to pay for the usage of the BES and your phone plan. Is BES worth it - YES. YES. YES! Mailstreet? - VERY GOOD!
