anyone know of a way to reset "cached" passwords so that a device can use a "previously used" password?

It's not possible to do that.

If you're on a BES, it depends how the IT policy is set- I get around the problem by setting the password history to 1

If you're on BIS, maybe a software re-installation? (just a guess) Bit drastic I know, but I don't know of another way off hand.
