Default Australia and Singapore - Do I need two SIMs?

I have a user that needs a BlackBerry device that works in both Australia and Singapore. The user will be spending roughly the same amount of time in both Australia and Singapore.

What is the best solution for this user?

Do I get an unlocked BlackBerry 7230 and then order two SIM cards: one from a GSM/GPRS carrier in Australia and one from a GSM/GPRS carrier in Singapore?

Would I then need a mobile number and service plan from each carrier? Which carriers should I pick in Australia and Singapore?

Any help would be greatly appreciated. Thanx
