Default Problem with Smart Card reader, 7130e

I'm trying to pilot a solution for 2 factor authentication with Blackberry and the Blackberry smart card reader. I've run into a problem with getting the BB and reader to work with our smart cards.

I can enable the User Authenticator in the security settings, but the Blackberry won't allow the saving of the settings. This is with a secure pairing of the Blackberry and Reader. Anyone seen anything like this?
