Using Rogers BIS with T-mobile branded BB

I would like to know if I can use Rogers BIS with my BB if it's T-mobile branded?

As long as the blackberry is unlocked it doesn't matter.

And if the PIN/IMEI have either never been used before on a T-Mobile BIS or if it has been released so you can use it.
