Default GPS and E-911

Can someone explain the difference between E-911 service and GPS. I have a Cingular 7130c. I'm told by Cingular that it has location based services for emergency purposes (E-911), but Cingular can't (won't) tell me whether its GPS based or network based (i.e., info through cell towers).

Thanks in advance!
