Is there any third party software that will do this?

My company does not have a BES, We don't use exchange, lotus or groupwise. What I'm looking to do is to be able to update certain departments contact lists on there BBs, basically making it invisible on the user end, right now I'm sending CSV files to every user when a change is made. About 80% of them call our helpdesk to help import it into outlook and then sync with the BBs. Is there a better way of doing this?

not really.

Do you use outlook? can you import into their existing addressbooks, then configure the blackberry desktop manager to sync with their blackberries?

you'll have to do the following:
a) ensure you use a mail program compaible with desktop manager
b) set up DTM to sync to EACH USER's mailbox on each computer
c) show them how to sync..
d) find a way to get them to recieve updates and install them.

so in short, no easy solutions.. =)

Thats what I'm doing now. We even had a class on importing into outlook whenever changes are made, they still call the guys on the helpdesk for help. I wonder if i can find some kind of script that once the file is opended that it auto imports into the outlook.
