Default 7750 eats my inbox

I am the BES admin. I have a few users who do not receive the policies, their stats say "refused by handheld." I have them reassociate by dialing *228, 2 and all seems well, but then they notice hundreds of emails missing from their inbox. The setup is set to Mailbox Wins so I know the BB did not do it. I know it is a lot of mail, and I end up restring it from tape. This has happened more than once. I wonder if there may be background tasks at work in this mess. Verizon is looking into it but when i call I get a new person and have to start over. I really do not want to have this problem occur enough to learn what is causing it. I have checked into Outlook 2003 rules, client and server side, with no luck. ideas anyone?
