- Go to Start > Programs > Startup
- Right-click on Desktop Manager then Properties. Select 'Minimized' from the 'Run' drop-down menu

There may be some sort of command-line switch you can add at the end of the Target, but I'm not really sure. I never have it starting up anymore. But for any application in Windows, you can do the above to the shortcut and it will open up how you want (Normal, Minimized, Maximized).

Is there a way where I can not have Desktop Manager start at startup, and it will automaticaly start when I plug in the phone?
