Is it possible to use the BB 7520 as a modem to access the Internet via a laptop if the user has unlimited access plan?

first thing: PC or MAC? makes huge difference

second thing: depends on the provider.....probably needing a blackberry tethering plan of some sort though

Please note that the 7520 is an iDen network BlackBerry; the iDen network is slower than other networks (around the speed of a 14.4 kbps modem). Please see this thread - [User] HOWTO: Use BlackBerry As Modem For Laptop! - for details on using your BB as a modem.

and they don't offer packetstream (their packet data service) on the 7520. I guess you could try to get PS setup on your account (via a very nice support rep ). Or, there is this product
