| It won't backup the OS entirely. It simply does a backup on the data and store databases. This means that you would be able to restore to any version of the OS (I believe the data is cross-compatible with OS versions 3.x and 4.x).
If you do not have access to it, then you likely have an IT Policy set by your BES admins not allowing said backup. I'm not really sure why that would be considered a security risk, but I suppose it could be. As far as any other backup utilities for the handheld, I am not aware of any.
