The BB Desktop software is a copy of the CD-ROM that came with your BB. It has the desktop syncing software for your windows based PC. You only need that software if you lost your originial CD-ROM and need to reinstall the syncing software.
The BB Handheld software is a copy of the actually BB Operating system on the BB 7250 itself. Most people never need this software unless your BB has a major problem and the operating system becomes corrupted.
Either way, for the average user you should NOT re-install the BB Handheld OS unless you are told to do so by Verizon tech support or if you are confident enough to try it yourself.
The 7250 has the BB OS 4.0 already installed, the BB handheld OS download is just a copy of the OS already installed, it doesn't have any new features with the exception of Password Keeper. For some reason Verizon choose not to install this program but comes with the Verizon BB 4.0 handheld download.
