Would there be any reason why my internet browser on my 7520 would work but my wap browser says "forbidden" all the time?

Because you have Telus there is no need for TCP/IP settings as per this post: BlackBerry Internet - MSN/chat/web/telnet/TCPIP - No BES!

I am not sure why you would get a "Forbidden" error though.

is it possible that the carrier has to "authorize" access to the wap browser?

Have you checked the permissions on the Wap Browser's Modules? I set all of mine to deny by default so I sometimes get similar errors when I try new apps.
