I found the following on the BB HP:
Mobile Data Service Simulator Woes
The Mobile Data Service simulator is used to proxy HTTP connections from the handheld simulator. The MDS simulator uses a batch file to set the necessary environment variables during start-up. This file is called setBMDSEnv.bat and is located in the \MDS directory under the BlackBerry JDE installation folder.
If the MDS simulator does not start properly on your computer (for instance, a command window appears and closes immediately), open this setBMDSEnv.bat file and remove the reference to %cd%\ from the following line:

Save this change and try to restart the MDS simulator. If you still have problems, you should verify that you have the bin directory of your Java 2 SDK as a parameter in your PATH variable. You can access your environment variables in the Control Panel, in the System window, on the Advanced tab.
--> I checked these things, but it still does not work..
