Default Slow enterprise Activation

I recently migrated from Exchange 2003 to Exchange 2007. My BES Server is running the latest version and service paks. My Exchange 2007 is fully patched. My problem comes with adding new users to the BES Server and activating their devices. I can add the user to the BES server but when I go to use the Enterprise Activation on the phones the process will hang and the enterprise activation will not work. After about 24 hours if I retry the process on the phones the user will activate fine. Does anyone have any ideas what might be causing this? Blackberry tech support has been useless.
