Checking various Blackberry forums a common note was to use a browser on the Blackberry server and check:
"http://localhost:8080" and
"http://localhost:7080".

I get a response from "http://localhost:7080", however "http://localhost:8080" does not respond.

Does anyone have any ideas where to go from here?

You did better than I. I never found the port discussions.

I see no one has answered here. Have you yet determined how to fix your installation and/or server to eliminate the userdump.exe error?

Finally found this at RIM. However, I get this error even if there has not been a restart of the services. So, I'm still looking.

The messages Userdump.exe not found in system folder. BlackBerry Agent Controller won't generate userdump files are valid warnings to log at startup.

The failed connection warnings are caused by the BlackBerry Dispatcher starting either before or at the same time as the BlackBerry Router. When the BlackBerry Dispatcher fails to connect with the BlackBerry Router, a warning is logged. This is a common occurrence after restarting the BlackBerry Enterprise Server.
