Default Google Apps and BIS delay?

I recently moved my personal email to Google Apps since I was under the impression that there was integration with Google and BIS so that I would get my emails without delay. I added the account through AT&T's link to the BIS and I know it isn't fetching via POP since I have that disabled on my Google account, but there are 15-20 minute delays before I receive emails for that account.

Is anyone else experiencing delays with Google Emails? Is it specific to GMail and not with Google Apps for your Domain?

Gmail is still moving instantly. I have read another user on this Forum say that using Google Apps for your domain host will give you instant push as well, but in the past few days, you are now the 2nd user that I have noticed who says it does not work instantly.
