Do you have OWA set up for your users?
If you do, then have them set up their BIS work email account to pull email from OWA. If you do a search, you will find a link to blackberry.com support giving instructions on how to do this.
I've seen your user's problem before using both POP and IMAP. I have no idea how to fix it, but setting the BIS account to get the email through OWA should fix it.
