Usually making a test call is a part of the activation on the phone with a Verizon person. Each time I activate a device with Verizon, they offer to have you do a test call as a part of the activation.

Call Verizon and they should help you get this resolved.

By the way, I believe #832 is a test call with Verizon.

Probably an IT Policy from the old user in place that is blocking that.

Maybe some one made a mistake on activating it or it does not work with the verizon network. Cell phones do not need service to make 911 calls. I can take the SIM card out of my Cingular Blackberry, Palm Tungsten and regular phone and make 911 calls. Everythin else also works without the SIM. I can even make a 911 call with my old sprint phone which I have had no service for in years.
