Go to Options >Network (Mobile Network on 4.2) and set "Data Services" to Off. That will turn off all data to the device but leave the phone operational. (not all OS's have this option, however.)

If you want to turn it ALL off, including phone then use the turn "wireless off" icon on the home screen.

if you do not make use of the data, and only the phone, you might be able to remove this from your plan.
