Default can 8707v be unlocked ?

i have a bb 8707v locked to smartone-vodafone of Hongkong . i have contacted the service provider but they told me that the unlock service is not available.

i have searched all the thread about Unlocking in this forum but all the result is only about AT&T , T-mobile and Roger ...but nothing about Vodafone

I need some help ! :(
