sir i have black berry 8700v but i can not call any numbers because error message displayed sorry only emergency calls are allowed

sounds like either the phone isnt getting service properly, the SIM is loose in the device, or you are out of network coverage. does it say SOS in the top right corner? try take the battery out and reseating the SIM card, then putting the battery back in.

i remove sim card and battery and insert sim card again and battery you suggest
but still problem not solved

What type signal does the device show? Near the signal strength indicator you should see some letters (SOS, EDGE, 1XEV, etc). What letters do you have?

If your Blackberry is plugged into a Blackberry Enterprise Server, chances are that a policy has been set on the BES to disable your phone. If this Blackberry was distributed to you through your company, check with your computer support department to see if a phone lockout policy has been set.
