You need to call T-Mobile and speak to their tech support. It's possible that they didn't actually put you on the right data plan (happened to me with Sprint). It's possible that your phone was never provisioned. It's possible that you another setup step was missed. It's possible that you simply need to resent the service books.
Call T-Mobile and ask them to walk you through the setup of your device.

Oh, and make sure that, when you're in China, you understand what features of your phone will and won't work. And how much it'll cost. It's possible that you'll come back to a $10,000 bill. This happens quite a bit to people who leave the country and assume that there phone will know what to do. Especially with a BB, where it's doing data transfers all of the time.
