I bought a 7290 off of ebay. It has t mobile firmware on it but it is unlocked so i can use it. Anyway, the t mobile firmware is version 4.0, i am wanting to upgrade to att's 4.1 software. Would this be possible? If so, I already tried to get it, I follow the instructions but the desktop software never prompts me to update the device. Any help would be greatly appreciated. Thanks

Yeah, as JSanders says, delete the vendor.xml file. For what it's worth, there's no need to be concerned with the 'brand' of OS you install. Just install the latest OS you can find. You don't need AT&T's OS in order to use the device with AT&T.
