Default Trouble accessing HTTPS site

I'm trying to reach this site on an 8703:

h-t-t-p-s-://my.sfwmd.gov/pls/portal/docs/PAGE/COMMON/NEWSR/ENEWS/RIPPLE/CODE/PAGES/RIPPLE_INDEX.HTML#article01

(sorry, had to make it h-t-t-p-s here since I don't have the post count)

When I try to go to it, I get an error message saying "unable to connect using the current security settings". I've tried and can access other HTTPS sites.

I called Sprint and they had me change the browser emulation mode, which didn't fix it, and then told me there were no other settings that they could change and that the site just wouldn't work.

We are running a BES. Can anyone offer any other advice or tell me if that site works for them?
