Is there a way to set it up so that while tethering all phone calls go directly to voice mail?

Maybe in the tethering software but otherwise I dont think so

There are other ways of accomplishing this. You could set up a "Tethered" profile and set the do not disturb option in the phone section to on so that all calls go to voicemail while you are in the tethered profile.
