Yes it does. I don't think I have actually ever used the real charger that came with the BlackBerry.

Yeah, not all USB car chargers are equal though. Not saying one will damage a BB, but my Garmin GPS USB car charger will not charge my BB. When plugged in, the BB will initially show the charge icon, but will soon go away and stop charging. I haven't checked the amps/volts on each of the chargers, but I'm sure they're different. Much like attempting to charge the BB off your computer's USB port without the correct USB drivers installed.

Blackberry's don't see to be too picky with car chargers. However the other way around is alot worse.

My blackberry charger won't charge my tom tom, but the tom tom will charge my blackberry
