Completely uninstall Desktop Manager. (use add/remove programs and Windows Install Clean Up utility)
Reinstall most compatible version of DM with Media Manager (4.5 works best for me)
Reboot computer.
Make sure you are connected via USB to the computer NOT a hub.

It's been a while since I used an 8700, but it doesn't have a slot for a microSD card, does it? Without a microSD card, Media Manager is a bit pointless, isn't it?

Probably so, but my company put Vista on my workstation and the version of DM I have doesnt like it, so I was searching for the right version to load. Right now I am getting sync errors.

You can download Dm without media manager.
Let us know how your doing with the Vista OS and installing the DM. There seems to be issues where the Dm will not see the phone on Vista.
