Default Blackeberry 8700 T-Mobile "data connection refused"

Please I have a problem , someone can help me?
I have buyed a T-Mobile Blackberry 8700 from a German Ebay seller.
Unfortunately if I put my Italian Vodafone sim into the phone , it will display "data connection refused" ; I can call and receive a call or send and receive sms , but I can not receive my mail or browsing internet.
I have an unlimited Blackberry Data Plan and if I put my sim card in another BB , it works perfectly.
What's the problem , there is a solution for it?

If the blackberry is unlocked and voice is working, and you have a data plan, sounds to me like you haven't associated the data plan with that blackberry PIN.

If I try to insert the BB 8700 PIN and IMEI number on my Vodafone Blackberry account , a message appears : "the information entered is not valid for the provider of services" and I can't active my new BB
I think that the device pin is locked on Rim server or in the Vodafone Network ; it is possible? there is a way for to unlock it?
The phone is unlocked but not able to connect on Rim server

I have a similar issue.

One of my users switched his plan to Bell Unlimited data, so he lost access to the BES. He call today and had his plan switched back, but the BES still does not want to speak to the BB.

The user has pulled the battery out, to reset. I have tried resending both the IT policy and the Service book, but they both fail.

Any ideas?
