Default 8830 won't synch with BES

I have a BES server I have 26 current users that are working normally. I am trying to add a 27th user that has a BB8830. I have created her account on the BES server. Then I use the desktop manager to generate the PIN for her device. Everything synchs up and works for a couple of hours and then I get a IT Policy Status: error() on the BES. I have tried 2 different phones for her, wiped her account and phone clean several times, resent the IT policy and used different versions of the desktop manager all in efforts to try and clear up the problem. Nothing I do seems to clear up the problem. I have had no other problems when setting up a BB account on our BES. This is the only account that has ever run into a problem. I'm desperate and looking for any help that anyone can give. Any suggestions on solutions to try would be greatly appreciated.

have you double checked the wireless plan is set for BES and not BIS? do you have RIM support...they might have a "backdoor" answer.....
